Validation and Monitoring of CDM/JI-Projects
Validation is an assessment of the design of a greenhouse gas emission reduction project. Validation is a requirement for all JI/CDM projects. Within this validation it is assessed whether the project - if implemented as planned - will fulfil the JI/CDM requirements and generate tradable credits.The validation needs to be carried out by an independent operational entity, i.e. a third party certifier.
During the validation, an operational entity like TÜV NORD CERT GmbH will analyse the project design document (PDD) and other associated documents and information. These include:
- Project design
General project information, estimated emission reductions, technical features of the project, project implementation plan, sustainable development indicators and crediting period. - Baseline study
A study of factors used for estimating expected emissions without the project (the baseline emissions). - Monitoring methodology and plan
Description of frequency, responsibilities and methods for monitoring, measurements and calculations of GHG emission reductions, including a verification schedule.
As part of the assessment, the project design document is made available for public comments through website.
Following a successful validation, the operational entity will send a request in the form of a validation report along with written approval from CDM project host country to CDM Executive Board for registration. CDM Executive Board is overseeing the CDM business worldwide. Registration is the prerequisite for later veri-fication, certification and issuance of certified emission reductions (CERs) of that project activity. In case of JI projects the JI Supervisory Committee is about to be formed.
After implementation, verification/certification of the registered project is carried out at regular intervals by an operational entity.
